are the plans that won't happen. i think the big plan to watch is the senate plan that you were talking about that was unveiled today. republicans and democrats are negotiating around that plan tonight. i think that has momentum. speaker boehner's plan he unveiled has already attracted criticism from conservatives as well as some house republicans. so where we stand right now, i don't think you'll get a deal signed into law by august 2nd. i just don't think there's enough time because it takes so much time to move a bill through the senate. could there be a deal by then? yes. >> there's no question americans are completely frustrated that our leaders just can't balance our books. obama said tonight that the american people need to become more vocal. will that even help? are legislators listening? >> i think some people would be frustrated by both speeches. here we have the president of the united states who vowed to change washington. washington is very much as partisan as ever and the head speaker boehner also running against washington criticizing washington and these are the two big washin

in the unbearable heat. that is our big story tonight. we're now in day six of the latest heat wave to hit maryland. an excessive heat warning remains in effect until late this evening as temperatures creep into the triple digits. john collins is in the weather center. is there an end in sight? >> it cannot last too much longer. three days to get 100, including today. 102 tied the record today. we had a quick shower this morning at the airport. there was isolated thunderstorm activity around the area. there was less than 1 inch of th-- at the airport. the humidity is still relatively high. at the inner harbor and science center, it is still 102 degrees. the high humidity makes it feel more like 110 degrees. sheldon is at the pool. we will see how it is cooling off there. >> the temperature is not the only thing rising out here. apparently, tempers are also rising. the pool is apparently closed for an aerobics even. for the few people able to get into the pool and cool off, they're not the only ones trying to beat the heat. the annals of the baltimore zoo -- the animals at the baltimore zoo appeared

increase. >> that's the big deal. you have harry reid coming up with a plan for democrats. that he says includes $2.7 trillion in spending cuts over the next ten years and gives the president the debt ceiling increase that takes him all of the way to 2013. republicans are already saying that those -- his plan includes gimmicks and phantom cuts. so the republicans are coming up with their plan, which would include about $1 trillion in cuts now. it would require the president to come back to congress next year to ask for another debt ceiling increase. >> that's the huge sticking point for the white house. the president has made it clear time and time again that he won't sign a short-term increase. he squashed it at the meeting last night. >> republicans leaders have said that as well. they didn't want any short-term solution to this problem. they changed their tune on this. white house said that speaker boehner needs to stand up and pursue one of the paths that's out there. lot of those same gimmicks in savings from future wars are in the republican budget, the paul ryan budget. george? >
